Look for the cruise boat inside the gas station boat name is Mega Lüfer. You can use public transport to come to the boat. The pier is 5 minutes walking distance from Dolmabahçe Palace and Galataport. If you take the F1 Funicular from Taksim, you can reach Kabatas in 5-10 minutes.
