We were with 2 people on a quiet Monday in early August, we had planned that a bit wrong. Almost everything was closed. Restaurants and shops. Little bustle. The price for 2-15 people is the same so I would definitely consider going with a larger group. The tour lasts exactly 1.5 hours and gives a global picture of Strijp S and the role of Phillips in the area.
