Spectacularly beautiful day. We got through the border surprisingly quickly which brought us to the bay of Kotor earlier than expected. The boats weren’t ready yet to go out to the church of our Lady of the Rocks but eventually they started up. Then we had a couple of hours in the town of Kotor. Just enough time to hike halfway up the steps of the mountain surrounding the town. If you were going to climb all the steps all the way to the top then you would have been very rushed and probably would not have had time to walk around this lovely UNESCO town. Two hours in Budva was good - Time to sightsee and eat lunch in a restaurant. If you want to swim at the beach sure to bring your suit & towel. The local company put us in a minivan so we had a driver but not a guide. The driver was knowledgeable but only spoke a little before dropping us off at each stop. Don’t expect a full guided tour.

Montenegro is beautiful! My tour guide Dana (unsure on spelling) was fantastic. Really knowledgeable and I learned a lot on the drives. Got everyone on the bus engaged gave us tips where to go in each spot and how much time needed for certain attractions. Made sure not to leave anyone behind. I read a lot of reviews that said Budva was boring, but I could have spent more time there (at each stop really)! Go to the citadel (about €2) for nice views and exploring. The streets are also cute at each stop, a maze though. In Kotor we paid a €2 tourist tax that I think wasn't necessary but not a big deal and you get an official stamped paper saying you were there. Make sure to bring Euros. This trip is worth it!

Interesting excursion especially in the morning with a visit to the Bay of Kotor and the old town. The rest is a bit long and leaves little time for a suitable visit. Painful return with nearly 2 hours to cross the border. The agency could have provided refreshments for an excursion of more than 11 hours.
